Mr. Sorin-Dan Moldovan currently serves as Secretary of State and Head of the Department for Defense Policy, Planning, and International Relations within the Ministry of National Defense.
Between 2016 and 2024, during his time in the Romanian Parliament, Mr. Moldovan also served as Chairman of the Information Technology and Communications Committee and Vice Chairman of the Committee for Defense, Public Order, and National Security in the Chamber of Deputies. He was also an active member of the Joint Parliamentary Committee in the field of national security and, since 2020, member of the Romanian Delegation to the NATO Parliamentary Assembly. In these capacities, he contributed significantly to parliamentary diplomacy, particularly in strengthening the Strategic Partnership between the United States and Romania. Mr. Moldovan completed the George C. Marshall European Center for Security Studies seminar for Senior Executives in May 2024. He is an ASPEN Fellow, having graduated from the “Public Service Leadership Program” in January 2024. In 2023, he completed the “Senior Executives in National and International Security” program at Harvard University, John F. Kennedy School of Government, and successfully took part in the International Visitor Leadership Program on Defense and Security at the U.S. Department of State, focusing on “U.S. – European Security Challenges.” In November 2022, he graduated from the Generals, Flag Officers, and Ambassadors Course at the NATO Defense College.
His academic background includes a Bachelor’s degree from the School of European Economic Integration Studies at the Romanian-American University and a Master’s degree from the National School of Political and Administrative Studies, Department of International Relations. He also pursued postgraduate courses at the National Defense College within the “Carol I” National Defense University in Bucharest and an advanced program in International Relations at the Romanian Diplomatic Institute, Ministry of Foreign Affairs.
