Kostas Loukas is the Regional General Manager of Public Sector for Microsoft South Europe since July 2025. He leads Microsoft’s Public Sector business across 17 countries, driving government digital transformation with a focus on AI and Cloud adoption. A key member of Microsoft’s regional leadership, he works closely with policymakers and public institutions to advance sustainable, secure, and innovative digital infrastructures.
Previously, from December 2023 to July 2025, Kostas served as Regional General Manager of Government for Microsoft Europe, Middle East & Africa (EMEA), where he was instrumental in shaping government strategy and enabling large-scale digital transformation across the region.
With over 25 years of experience at Procter & Gamble, Coca-Cola, and Microsoft, Kostas has held multiple senior leadership positions: CFO, Marketing & Operations Director, Country Manager for Cyprus & Malta, CEO of Microsoft Romania, General Manager of Public Sector CEE, and General Manager of Enterprise CEE & Southeast Europe. Throughout these roles, he consistently advanced Microsoft’s Cloud strategy and forged trusted relationships with governments and enterprises.
Kostas holds a BA in Economics from the University of Athens, an MSc in Finance (Distinction) from the London School of Economics, and an Executive MBA from INSEAD. He is also completing the Harvard Business School Corporate Director Certificate. Beyond his corporate career, he serves as a Board Member of DIAS Interbanking Systems, the Anargyros Foundation in Spetses, and the Advisory Board of ReGeneration.
