Speaker Bio

Dimosthenis Anagnostopoulos has been serving as Secretary General for Information Systems and Digital Governance at the Hellenic Ministry of Digital Governance since August 2019. In this role, he oversees key pillars of Greece’s digital transformation, including the national digital portal gov.gr, the Personal Identification Number for citizens, the Interoperability framework across the public sector, and the Government Cloud (G-Cloud). These initiatives have played a central role in the rapid expansion of digital public services and the modernization of public administration in Greece. He is Professor of Information Systems and Simulation at the Department of Informatics and Telematics of Harokopio University of Athens. From 2011 to 2016 he served as Rector of the same university and was elected Chair of the Rectors’ Conference of Greek Universities in 2014. He is also a Visiting Professor at the University of Sussex, United Kingdom. Earlier in his career, he served as Secretary General for Information Systems at the Ministry of Finance (2004–2009), where he led the development and implementation of major national information systems, including the new TAXISnet platform, property taxation systems (ETAK and E9), the electronic customs system ICISnet, and the ELENXIS auditing system, among others.
