Heracles Moskoff is the Secretary General for Vulnerable Persons and Institutional Protection at the Greek Ministry of Migration and Asylum, a position he has held since July 2023. Previously, from 2021 to 2023, he served as Special Secretary for the Protection of Unaccompanied Minors, leading major institutional reforms, including the adoption of Law 4960/2022 establishing the National Guardianship System and accommodation framework for unaccompanied minors. Since 2001, he has worked at the Ministry of Foreign Affairs as an Expert Ambassador Counsellor, specializing in human security and migration policy, and since 2013 has headed the Office of the National Rapporteur on Combating Trafficking in Human Beings, representing Greece in the EU, UN, Council of Europe, and OSCE. He holds a PhD in Sociology from the London School of Economics, has taught at Panteion University and the National and Kapodistrian University of Athens, and has published extensively on migration and human trafficking.
