Dr Harlan Ullman has aadvised heads of state, government, foreign and defense ministries as well as members of Parliaments and Congress and coporate leaders on a range of national security and foreign policy and defense matters. He chairs his own company, the Killowen Group and is a Commissioner on the Congressional Commission on the Future Navy and Marine Corps. Author of over a dozen books and a columnist for The Hill and UPI, his next book, co-authored with Field Marshal The Lord David Richards due out in 2026 is "Who Thinks Best Wins." A graduate of the US Naval Academy he served in both the US and Royal Navies and skippered a Swif Boat in Vietnam in over 150 combat missions and war partrols. His PhD was awarded by the Fletcher School of Law and Diplomacy then jointly administered by Harvard and Tufts.
